Unhappy The dreaded tripple T's "Twin Turbo Trouble!"

I have a 1994 Rx-7 and have been experiencing some turbo troubles. I have been overboosting like crazy. It started a couple of nights ago out of no where. No racing I just started the car and the turbos started acting up after that. The primary turbo is the only one that goes off and over boosts. The Secondary doesn't go off at all. I have checked the hoses and they are all ok.
Is it the actuators or solinoid?
Is it a possible blown turbo?

need more info. What mods, boost levels rpm's etc... any boost controlling set-up? What do you mean the sec. won't even "go off"? Do you mean spool(produce boost)?

Check the hoses leaving the primary turbo housing. There's one going to the wastegate actuator and another going to the pre-control actuator. Make sure one of them hasn't popped off and developed a leak. Both of these lines have restrictor pills in them, so make sure to transfer them if you install new hoses.

my boost lvl is supposed to be .6 bar and now is over boosting over 1 full bar (supposed to be 12psi now close to 18psi and over) rpms normally 3k primary and 4.5k secondary now im over boosting by 4k. the primary turbo doesnt stop boosting. i use greddy profec A as boost controller. I have it turned off right now. The secondary isnt spolling only running primary.
