Kevin Wym from ASP Racing did it.
He had stock Motor
Stock Turbos (NS)
Motec
ASP Race IC
ASP Race Exhaust
4.5 or 4.7 rear gears.
Lots of weight reduction.
A few other things.
10.89 I believe was his time.

I think that Don't be a Rikki runs in the 11's, and a couple of others that I have heard of...but I don't think that 10's have been broken just yet.

Kevin Wyum did do it but I thought his turbos were hybrids and from what I hear he had some crazy weight reduction.

I think AnthonyNYC(not sure if this is his user name or not) went 11.1 on stock twins but with ported motor, bigger injectors, pump, haltech etc.

You are correct about everything pertaining to AnthonyNYC except he didn't have Haltech at the time (he was using a Pettit Unlimited Chip), and also he had additional injectors with a HKS AIC instead of bigger injectors. That to me was the most badass stock TT car, full interior, all the accesories(p/s, a/c, etc.) and really consistant, with no engine failures.
