I thought exhaust are only let into the turbo compressor to spin it up when throttle is applied? And if it does spin, I know for sure that secondary doesn't at idle.

If you have stock sequential turbos, you're primary turbo spins like mad at idle.
Like loose a finger if you touched it.
The secondary will not spin at idle. That's why the primary spins so fast is because it's getting ALL of the exhaust energy.
That mpg I made was with non-seq turbos where exhaust was distributed evenly to both turbos at idle which explained why they barely moved.

It makes sense that the primary would be spinning while the secondary stood still because the waste gates normal position is open, while the prespool gate is normally closed.

I must disagree.
If the wastegate was normally open then it would take forever to build boost. The whole thing about good boost control is keeping the wastegate closed for as long as posible then opening it effectively enough not to spike.
