Debris stuck in BACV. How?

Ever since I started my car after a rebuild, I've had a surging idle problem that I only fixed by using a PowerFC and turning the air adjust screw all the way in, which didn't feel right. I started taking stuff apart so I could replace the injector seals, and I found a piece of debris stuck in my bypass air control valve. It was actually jammed in place holding the valve partially open. I guess I found my air leak.

I really want to know what this thing is and how it could have gotten there. Does anyone recognize it? It feels brittle like plastic, and it snapped in half pretty easily. I bought the car with the original engine untouched, and had the short block rebuilt professionally. This is the first time I've taken the BACV off the car since I bought it because I left it attached to the intake manifold during the rebuild.

What is this, and how could anything possibly wind up where it is?

Weird! Hard to say what it is. Maybe a piece of gasket or something.
