If you're going to be waiting a while and still want to drive the car you can use the gasket as a template for a block-off plate (use a jig saw). Then set the idle manually using the bypass orifice.

What screw are you adjusting?
The car should definitely idle without an ISC.
Don't use the throttle set screw - use the screw at the bottom of the TB, underneath the UIM elbow.
If you are using that one and the car will not idle without the ISC I don't know what to say other than maybe adjusting the throttle pre-load afterwards to allow even more air in.

it idles terrible its not my daily driver anyway, im just really anxious to get it runnin. I want to get this damn thing tuned....
