cruise control actuator?

How do I tell if my cruise control actuator is broken? My cruise control when I first got the car. Then it started working intermittenly. Then it just stopped altogether. The green "Cruise" light on the tach lights up, but the cruise will not set. I tested the voltages in the harness according to the service manual, and everything checked out okay. I sprayed some contact cleaner into the actuator and I tried to clean as many connections as I could. Still nothing. What could possibly be broken? Its just a motor with a relay, right? Is there any way to test to see if the motor works?

I just took the cruise contol unit off if you end up needing it.
