Cooling Fan coming on while car off but fan off while car running????

I have no idea what the problem is with my car right now, Has anyone ever had this problem before???

Here is what is going on.
Cooling Fan is not working while the car is running however as soon as i turn the key off and the car is off completly, the fan will come on and it will not stop until it dries the battery off.

When i turn the ignition key on 2 notches right before it cranks the car, the fans turn off again and the cycle starts all over again as soon as i turn the car off again,

I tried changing fuses and problem continues? Anything else i should do, change or fix??

Also when i remove the fuse for the cooling fan, one of the big relay or whatever they are on the passanger side fender starts making a wierd noise. If facing the engine bay from the passanger fender is the lower left fuse covered by a rubber cap sitting next to 3 other ones right behind the passanger side pop up light.

Any clues, Please help, im tired of unplugging the battery everytime i go somewhere to prevent the battery from dieing on me

Any help, will be appreciated it.

I already did a search and couldnt find a similar case. may be i didnt search the right keywords, either way please help.
Thanks

Define "weird noise."

A click is normal for a relay.

Continual or sporadic clicking is not.

Do you know if your car has had the fan wiring update done? If so, I'd surmise that you've got a wire or wires coming from the relays (that cluster of rubber-covered boxes near the passenger fender you were referring to) grounding out on the body somewhere. The fan mod that everyone does basically grounds several of the relays, but if the fan wiring update (that triggers the "10-minute shutdown sequence", where the fans run for 10 minutes after you turn the engine off) is present and you ground certain wires, the fans will run with the engine off, but will not run with the engine on. I'd take a close look at the wires and wiring loom running from your relay bracket.

Has your car had the fan wiring update done? This was a factory issued update that was performed at dealers, not the fan mod that everyone does. Are you the original owner of the car?

3rd owner, im not sure about that, the fan sometimes it used to stay on for a couple of minute every once in a while but now it just stays on til the battery dies.

If there have been instances where your fans have kept running for 10 minutes after shutdown, then your car has had the fan wiring update. Again, I'd take a very close look at the wires and loom near the fan relay cluster. And I do mean close; it only takes the tiniest amount of exposed wire to ground on something.

Yes, because with the fan wiring update, the relays are already energized even with the ignition switch off. Activating them is basically achieved by grounding one portion of the relays.

Okay, you guys would not believe what just happened. I figured it was a loose wire so i drove like a maniac around the block, came back to the garage, parked it and pushed the car side by side with all my strenght...
Turned it off and the fan didnt stay on! I really dont know what it was but im pretty sure is a loose wire.
It hasnt been fixed but it will give me time til the weather gets warmer to get under the hood.

Check the wiring loom that runs back along the fender well from the fan relay cluster. It is easily damaged when working on the engine.
