Collector Cars?

At what point do these become collector cars? Or any kinda of status where we don't need to do emissions testing. Someone on the chicago list said registering it as a show car works, but then....what if you get pulled over? "Umm, i am driving to a show".

I think in Cali this is how it goes: after your car reaches 25 years old, you wont have to smog it. So u just got to wait til 2018
