Car will occasionally not start when hot

Car will occasionally not start when hot
I have just had the starter replaced and this has started happening over the last couple of months.
I notice it happens more frequently when it's been out in the sun and it's 90+ degrees outside but sometimes it doesn't happen at all.
Symptoms:
I turn the key, there is a draw on current according to the apexi meter as if the starter is drawing the current(or something is drawing the current) but it's not turning - no noise, clicking or anything.
Sometimes it will start on the second time or 5th-6th time.
I am pretty certain it's not the starter as this is a factory reconditioned oem original and also the car when. However the current draw and the starter solenoid clicking concerns me.
Any ideas?
