Car Fan Question

When my fans are turned on, i notice that the engine slows down, is that normal?? oh yeah sometimes when i'am in third gear and i give it gas it takes off but then pulls back is that normal??

Those sound like two unrelated things. Yes, when your fans turn on or any electrical load is applied, the rpms will drop for a moment. They usually recover or end up a little higher than before. Not sure about the second thing, you need to give us a little more info about it.
