can't turn up the boost

I bought the car with no ECU a month ago and dropped in a PFC.... at first I had the PFC set for low boost so I could learn to drive the car with lower power. Now im ready to turn up the boost.

no matter what I do I can't raise the boost above 7-8psi.
it holds steady 7 PSI on primary then 5 then 7 then quickly starts creeping to like 12 by 6500 rpm.
I checked my vac lines for pills and found none.
previous owner had tehm all changed with silicone lines and had a home depot controller installed. I have the home depot controller set to 1/4 turn open and I still only get 7 psi....

where should I start looking.
I read the correct way to change the PFC and Im sure Im doing it correctly.

Im thinking Bad solenoid on the wastegate... not bleeding enough off keeping the wastegate open as if I had the actuator capped off on the line going to the solenoid.

what do you all think?
how can I test this?
where is the solenoid located that controlls the wastegate? I assume under the intake but which one is it?
all teh other things (prespool) are working well. It's just this overall boost that's a problem.

also I would like to ditch the home depot valve and just use the PFC for controll.... what jets do I need to replace the missing pills and run 12PSI?
