Can't pass smog due to Check engine light failure
I'm unable to pass smog due to my CEL not illuminating when the ignition is turned on. I've pulled the cluster out (what a nightmare) and checked all the circuits and the bulb. There is continuity all around, so I can only assume the problem lies with my PFC. Anyone have any ideas or experience this problem before? Thanks.

The PowerFC does not control the CEL at all. The PowerFC does however have an output that was intended for the overheat exhaust light in the JDM Rx7. DaleClark has a write up Here and some background info Here. Keep in mind this will not function exactly like the stock ECU CEL; this will come on for about one second and then go off.
The other thing you can do is to tie into the alternator circuit that controls the low oil light, the coolant light and the overheat exhaust light. These lights are on while the alternator is not turning (i.e. the engine is off). All you have to do is connect pin 1F to pin 2A on C1-01 instrument cluster connectors (check the wiring diagram).
The last and probably the easiest to do is put the damn stock ecu back in the car. all the emissions will work and provided you haven't modified you car too much it'll run just fine.
