My car is having a strange boost problem. The pattern I'm getting is 10-7. The second turbo never really seems to open up.
I have checked the vaccum lines and that doesn't appear to be the problem. I have also checked the wastegate solenoids that sit at the front of the UIM. They seem to be working as well. Does anybody have any suggestions.

My guess would be that the Charge Control Valve is not opening.
