Could bad plugs/wires have ANYTHING to do with this??

No the wires and plugs would not affect boost .

The PCV is the positive crankcase ventilator. It's the big check valve going from the oil filler neck to the UIM. Try this, hook up your boost gauge to the nipple coming directly off of the primary turbo. I think you have a boost leak, and at the turbo, it will show higher boost if you do.

still accepting any and all suggestions, I want to gather as many possible solutions as possible and when I get out of this damn hospital in a week and a half hit the wrenchs and try all these solutions. Say how do you test to see if a solenoid is good or bad and same with check valves??

For those of you that have helped me through this I thank you VERY VERY much, I solved my boost problems today, I am now boosting nicely at 13psi again, WOO HOO!!! I bet you are wondering what it was, how about a 4" slice in the lower IC rubber hose that was TOTALLY overlooked the whole time, geez dont I feel like a dumbass, but at least its fixed, thanks guys!!!
