Your boost creep is a cause for engine failure. 14 psi is too much for the factory ecu. To get the boost under control, you'll need to either add a cat (which does not kill much power) or port the wastegate.

After you get the boost under control, I'd get a power fc and have the car tuned for 12 psi. That is a happy medium between power and reliability with the stock turbos and injectors.

you can get a couple of manual boost controllers and lower the boost rather then using the pill at all

If you are having "boost creep", than doing anything with the pills (whether drilling or using a manual boost controller) will have limiting effects. It's possible to bring the boost down below the point at which you are creeping.. i.e. in most cases, people have boost creep when trying to maintain a certain level... Someone may have creep when trying to have a target boost of 12 PSI, but they don't have creep if they have their boost limited to 10 PSI.

It's very car dependent. You can control boost spikes with drilling the boost pills or a boost controller (manual or electronic). Other ways to help with boost creep is to add a little restriction in the exhaust line, something like using restriction plates. These are basically metal gaskets that have a slightly smaller opening than 3". Typically, you just need to narrow the opening just a little to bring your boost back under control.

How do you know the wastegate can flow enough to stop overboosting?

I guess my issue is more of a spike only in 2nd gear under hard acl from. 5500 on up 3rd and up it stays right about 9 psi with no creep all the way to redline
