boost controller question and wastegate question

my year is a 1994 touring and I have gr67 duel ball bearing kit with duel 38mm wastegates a rotary extreme monster vmount kit, hks evcIV boost controller as well and all the extra stuff to make this setup work.

I recieved my car from the rx7 store in an incomplete fashion, they couldn't get the boost controller to work in other words and i didn't have the money for them to keep tinkering with it any longer. they had told me the solinoid didn't work that hks had sent with the kit (thats what they thought). I brought the car home and left it alone for a couple of months trying to get caught up on bills before I called hks.

I spoke with a woman at hks and she told me the boost controller was set up inaccurately. she sent me english instructions and went over the setup on the phone with me until she was sure I had it right. So now that i have the boost controller setup right (or i hope it is, I'll explain) I try to adjust the boost to 18 pounds. well I can't get the boost to go past 13 pounds. I call a company called speed for sale that is down the road from me and they ask what boost spring I have installed. I was thinking about 7 to 9 pound spring and I told them that. well he told me that a waste gate spring can only do double its psi rate. So thinking correctly, if it was a 7 pound spring I could only get about 14 psi boost pressure.

So I was sure i needed to upgrade my springs after this conversation, so I called gotham to see how much a set of springs would cost. Now this is where I get confused. The tech at gotham racing told me that the spring psi rate was only there for the minimum amount of boost that you can run. So if it's a 7 pound spring you can't go under 7 pounds, but you can boost up to as much as say, 30 pounds.

Okay can anyone tell me which is right about the wastegate springs? Does anyone know how to install this HKS boost controller or has installed one before?

I will post pictures if anyone wants to take a look at the setup
