boost controll problems.

Hi guys just another one with boost probs. i own a 1992 japan import series 6 rx7 (have checked the archives)
well here goes. when i bought the car my only complaint was that it was slow. upon installing a autometer vac and boost gauge i found my problem i was only boosting at about 3psi. thanks to autoportracetech turbo problemsolving i found that the 3" pipe coming from the bottom of the intercooler was split. i then replaced that with a 98 pipe and then i was boosting. with a pattern of 10 8 10.
i then installed a turbo smart duel stage boost controller. and got 16psi if i drove hard from take off but if i was driving at 100 in 4th or 5th and put my foot down i would get 20 psi plus. i tried replacing controller incase it was faulty but still the same. i have tried different ways to plumb in the controller. just in the pre control line wich gives me standard boost setting 10 8 10 on both turbos but i cannot increase the boost. if i plumb it in the waste gate line i get the 16 and 20psi boost on the secondary turbo. and still unable to decrease the boost. so i then tried 2 gfb manual boost controllers one in each line and yet again to no avail. still maxium boost. with this set up i am also experiencing a very loud noise when the secondary turbo comes on between 4500 and 5000 rpm and massive hesitation and lack of power this is at a boost level of 15psi. i have also bypassed the boost control solenoids as per the instruction when installing turbosmart controller. have checked vac lines for pills and nipples that supply the pre control and wastegate acuators. have spent round 30 hrs checking and pulling it to bits have taken manifold off and checked rats nest of vac hoses and cable tied as many as possiable. oh and the only other thing that i have noticed is that a non ported motor shud run between 17 & 19 in hg vacume at idle with ac off. mine is 13.5 to 14 inhg at idle with ac off acording to the auto meter gauge.
If anyone can point me in the right direction it would be much appreciated.
