bogging under load
did you test it hot? Put it in a toaster for like 10 mins at 200 F, then test it. When i did my rats nest, about half my solenoids that passed cold, failed hot. That may be your culprit
I haven't tested it hot. A new one it pretty cheap through my mazda motorsports account. I am just going to buy a new one. We shall see if the solenoid is the problem.
I replaced the solenoid and the problem is still there. It will go into boost if i ease in the throttle, but wont stay in boost. It sounds like it is running rich when it bogs. When i got back to the shop I noticed that it smells like rotten eggs. I have a down pipe, high flow cat and apexi gt spec exhaust. I wonder if the cat is clogged.

Possible. Do you have stock coils?
Could also be the coil pack harness, the original harnesses that have the ground wire will do weird stuff over time. The test for the coils in the shop manual is dead on, if it passes the test the coils are good, if not it's time for a replacement.

Bad plug wire could cause a similar symptom
This reminds me of 20 or so years back - I had 1 bad plug wire that I thought for sure was a loss of boost under load. The engine is so smooth even with one plug not firing under load, that it was not at all obvious that one plug misfiring could be the cause.
I put in a new leading coil and new plug wires and it still has not fixed the issue. If I ease on the gas until it is around 4-5 lbs of boost and then floor it it boost up to 10 lbs and runs great. If I just stomp it it will still bog down.
Well that's certainly frustrating. I still think it's an air/fuel issue, but running out of troubleshooting ideas. Is it something you upset or did wrong when you did your work, or is it something completely unrelated?? Odds would say it's something you did, but there's the small chance it's something else causing it
Did you test your pressure sensor? Did you check that vacuum line(ref vac) and make sure it isn't torn or punctured?
If the issue arose when you changed you pulsation damper then you must've hooked something up wrong. Have the vacuum diagram in front of you when you're doing it. I'm sure you'll find something that isn't right.

I used a smoke machine and found a big vacuum leak. I believe that it is the vacuum hose that connects the y pipe to the upper intake manifold. It is buried under the secondary fuel rail. I am going to take the intake manifold off and investigate further.
The line on the Y-pipe that points down goes to a nipple on the LIM that is for the injector air bleed sockets for the primary injectors. It helps with atomization. If that's not hooked up that's definitely not helping things!

it is leaking from that line. the leak is where it connects to the intake manifold. I pulled off the line at the Y-pipe and put the smoke through only that line and it pored out of the manifold side.
