WA blown thermostat?

So I was in the process of replacing my thermostat, when I busted open my old motor's thermostat housing, to see what size I would need, I found my old thermostat to look like this picture. no spring or anything. Just cut open. I was wondering if this was cut purposely for some reason? Or if you guys think it could have blown out? This is off of a blown motor. I was just wondering if anybody has heard of, or does this on purpose. Thanks

For racing, people have been known to leave just that part in place for the restriction it provides, which raises the pressure and boiling point in the engine.
