might just be to ground the fuel? at work, our gas caddy has a grounding strap in the fuel line.

I bet it helps offset the beta rays produced by your flux capacitor. It looks like a Japanese "Tornado" or similar gimmick.

I'm pretty sure that is just the container for the pellets that you add to the fuel (a solid fuel additive?). Bee-R is a great shop though. I had alot of work done on my GTR when I was over there.
