No the metal bracket connected to your hose is supposed to be connected to the OEM air duct.
But I guess it was left there to avoid too much noise from the air pump. Remove it and check if it's not filled with filter foam.
When removed put a little cone filter instead and you might hear funny noise coming from the airpump.
