bad port job

i just did a street port on the 3rd gen and the builder widened the exhaust ports as well as either rising or lowering them(can't recall). The intake port was a large street port. My question is why all of a sudden the turbos won't spool up like before. I get 5 pounds at 4500 rpm with stock turbos. The stock non sequential motor would hit that by 3000 rpm. Do you think its due to the exhaust ports being changed, possibly causing overlap??

there is basically no power until 4500 rpm.
