ok so i pulled my 1300s injectors i had put in the car from pettit, since i never done it before,

skip to now, i wanted to send all the injectors to get tested and cleaned..

i found that 1 of my injectors was missing the black piece that seems like a filter, as you can see in this picture as a reference.. is it bad that one of the injectors didnt have it?

 

is it the thing that goes on the tip that you're talking about? if so, shouldn't be a problem. RC Engineering replaced mine when I had mine worked over.

I'd say your injector is probably alright but whoever messed with it last is an idiot for not putting it on/replacing it. The pintle of an injector is EXTREMELY small and can clog very easily. That mesh filter is the last line of defense against this. I would suggest getting them cleaned/tested and have that part replaced when you do.
