There are some very subtle differences. I doubt you'd notice them with just a picture. The actuators are gold-colored. The RS/RZ model '99 turbos have the abradable seals coating the inside of the compressor housings ... which you should be able to see from the side. That's about it ... visually.

Ok then,

I heard the 99's have a smaller turbine wheels...to eliminate turbo lag, but I have heard guys saying that
they can boost to higher levels... more than our current
turbos now. Such as 16 -17 psi.

But if they have smaller turbine wheels then what's different? the compressor wheels? Are they larger than our current 93 - 95 turbo compressor wheels?

Yes, the turbine wheels are smaller, but by a very miniscule amount ... 51mm vs. 50 mm. It does not eliminate turbo lag; the lag supposedly seems less (I'll know firsthand in a couple weeks). There are 10 compressor fins to the before 9, and I believe that the blades have been cut. That's where the efficiency gains are from; hence the increased reliable boost range. The old N3AS turbos can run 16-17 psi too ... just not for very long.

With the 99 spec... do you also have the high heat issues with higher boost too? Like our turbos now.

This makes sense due to the more efficient compressor housings and blades, but I have yet to see anyone back this up with outlet temperature readings. I figure the temps (pre-IC) will always be lower than the US spec turbos at the same psi given the rest of the mods are the same, so another major advantage would be less heat = less chance of detonation.
