I would definitely buy an HID kit (but not at that color temp) at that price but what they are trying to sell there are just the bulbs not the complete kit with ballasts etc.

Not when you blow them from improper voltage.

This is for one pair of H4 Bi-Xenon HID Replacement Bulbs with 2 control units and 2 Control cables and all necessary accessories.
We also carry other replacement HID bulbs like H1, H3, H4, H7, 9005, 9006, 9007. Please see our store or other auction listings.

Package contents:

One pair H4 bi-Xenon HID 8000k bulbs with connectors. See picture
Hi/Low Beam Control Unit 2pcs. See picture
Control Cable. 2pcs. See picture
Cable Sets. 2pcs. See picture
Cable Tie 6pcs.
3M foam adhesive. 2pcs.
Bolt, Nut, 4sets.
Bracket for Control units. 2pcs
Quoted directly from the auction.

Am I missing something or no one else can read. The only place it mentions bulbs is the replacement bulbs they ALSO CARRY. Maybe I'm just blind and can't read.

Yes, they come with "control unit". If that is really a ballast then fine. What the ballast does is bump the 12V of your car to a much higher voltage for the HID arc. and it limits the arc current (so you don't melt your car ;-).
I don't think you want the 8000K bulbs. Way too blue, and you'd get pulled over. They also sell 5000K but bulbs only. They would be white, with no blue tint.

"Hi/Low Beam Control Unit 2pcs" sounds more like something to control switching between your high/low beams to me. But at such a low price with the majority of HID kits selling for around $400 and this one for around $200, something does not sound right.

The High/Low HID kits come with 1 control unit in addition to the 2 ballasts and 2 igniters you normally recieve. This control unit is what causes the solenoids that switch on the high beams to function.

Also, as was stated above, that temp/color is horrible. It won't throw any usable light on the road whatsoever and will make you a cop magnet. If you go with something in the 4300K to 5100K range, you'll get pure white and be less of a target.
