another tach problem need help

So here's my tach problem:

When I turn the ignition on, the tach automatically jumps to around 2K, and is finicky.

When I fire the engine on, the tach jumps up to 5-6K rpm, and is steady, with a bit of jumpiness when my engine is obviously not revving that high.

When I turn off the car, the tach sometimes sticks at 2-3K rpm again, but most of the time it drops back to zero.

So can anyone tell me what is causing this problem? I was hoping to get some advice before I started ripping things apart.

Thanks,

I belive its an issues with resistors' there is a write up on fixing it, but it takes time and patience, i picked up a used cluster on ebay for a $100 but now i have replacement parts.
