air pump not working

Ok i have tested the air pump, it is ok, the relay
is ok and all the wiring is ok, but the air pump will not come on at idle of any other time for that matter.
So i grounded the wire at the computer and the air pump comes on, so the computer is not grounding the relay to turn on the air pump.
what would cause the computer not to turn on the
air pump?
I cant test for codes, so don't suggest that, why?
you ask, well, this isn't exactly a 3rd gen, but it's really close if you compare the wiring diagrams, what i am working on is a 20b, with all the 20b wiring, computer, and trani, and for some reason the computer is not switching on the air pump, so i thought i would ask if anyone here knows what would make a 3rd gen's computer not turn on the air pump.

There could be another harness connector which may not be connected. I would clean the contacts on the harnesses to be sure there is continuity. Check for continuity from the ECU to the Pump harness connector.

like i said above it comes on which means that
everything is good in the wiring, for some reason the computer is not switching on the air pump.
anyone know what would make the computer not want to turn on the air pump?
