air pump mooooooooo

What is going on with that hose on top of the pump? Does it suck air in most of the time and blow air out when is makes that noise? Other way around? Does it always blow air out? Always draw air in? Thanks

when its on (always under 3k rpm) it is sucking air in the top hose out of the intake, and blowing air out of the hose in the back.
