Question air in power steering pump

i just replaced short hose on my power steering pump. when i try to fill the resevoir , it keeps bubbling up. i tried to follow the shop manual and still the same. HELP.......

Try this, start the car then slowly turn the stearing wheel left to stop then go right to stop . Repeat untill air can escape, add fluid as needed .

trried that. when the car runs, the power steering resovoir starts bublbing up. not big ones but small bubbles. looks like its foaming up..
