CA Advice needed: starting a long sitting car

My car has been sitting in the garage for about 4 years. I never got around to draining the fluids or taking any steps for such a long slumber as I thought I'd have it up and running long ago.

The car sits with a freshly rebuilt motor, all fluids and Evan's coolant. The car is California and the garage is generally never below 50deg or above 80deg.

What are the safe steps to take in the process of getting this motor started?

Your advice is greatly appreciated!

drain the gas and refill with fresh.
get the injectors cleaned.
fresh oil.
fresh coolant.
new plugs maybe.
