Adjusting Secondary Throttle Plates

Hello,
In my 2nd gen manual, it describes in detail how to make sure that the secondary throttle butterflies open just right in relation to the motion of the primary one.
I can't find this info in the 3rd gen manual. I want to know how far the primary throttle plate should be open before the two secondary ones start to move. The reason why I'm worried about this is because when I put the throttle to "full open" with my hand, the secondary plates aren't quite open ALL the way; they are still at a slight angle.

No I'm not talking about the second set of plates... I already ditched those. I'm talking about the first set of secondary plates.
