Pluggin The Pipes

CAN I JUST PLUG UP BOTH OF THESE PIPES? Or do I have to leave the lower one open for air? When I go tthe car the lower one had a filter on it...but I hate how it sounds in the engine bay, so can I just plug both of them?

More information...do you have an air pump? Is the ACV on the car or blocked off?

If you are still using the airpump, then no you can't plug them. If have removed the airpump then you can plug them.
