Question 99spec replica bumper fitment

I have a 99spec replica bumer. The bumper fits pretty well except at the top where it meets the hood sits a little too high. My question is this when you all installed your bumper, did you use the brakets off of your stock bumper or did you just intall without the extra stock brakets? The reason I'm asking this is because the amount that it looks like the top of the bumper is off seems to be the exact amount that the braket added. Any help would be appreciated.

are you speaking of the rebar? why not just take it to a body stop, fitment of even stock body parts dont always line up?

I'm talking about the actual bumper skin. I haven't had time to bring it to the bodyshop due to school and work. I'm just trying to get an idea for when I do bring it to the bodyshop.
