93 cranking, no start

93 cranking, no start
Hey guys.
So, I've only put about 10 miles on my car in the last 3 weeks. I can't drive it much until I get it registered, and I'm waiting on a few things to get that done.
Anyway, I went out to start it today, and it cranks forever but will not start. Key in, no cluster lights or beeping, but the headlights, power windows and fan motor still work.
The car has half a tank of gas still, and I tried jumping it off of my wifes car, but no dice.
Any suggestions as to where to start?

All the threads I've found to this point about cranking without a start have a lot of people suggesting that the motor is flooded.
I'm wondering if my issue is different, though - the motor having gasoline sitting in it wouldn't cause the cluster not to light up or the beeping not to occur when the key goes into the ignition, right? I also don't hear the fuel pump prime when the key goes into accessory, either.
I'm thinking a fuse, maybe? But I'm unsure which or where to begin looking (or, for that matter, what would have caused fuses to blow in the first place, given the I haven't really done anything with the car for weeks other than idle it to warm for 5-10 minutes every couple days and then shut it off).

Alright, so some weirdness this morning.
I went outside first thing and start checking all of the fuses with a test light. I looked at all of the fuses underhood, as well as in the kick panel. Everything looked fine.
So, I stuck the key in the ignition and was going to have my wife crank the motor so I could see if the fuel pump fuse (and subsequently the fuel pump itself) was getting power and...the car starts! However, I noticed that when it came on, the trip meter on the odometer had been reset.
So, to recap:
1) Yesterday, key in the ignition, no beeps, no radio, no cluster lights. Engine cranks but won't catch. Headlights/fan motor still work.
2) Today, key in the ignition, beeps as normal, cluster works but trip meter is reset, car starts quickly and just fine.
Sounds electrical to me, rather than a flooded motor, right?

Your evidence tell me that there's an anomaly in your electrical system.
did you bother to drive your car around the block after the start up? Does is start up fine now?

Yeah, no smoke at all from the car on start.
I didn't drive it immediately after starting it, but I went out again today and it started just fine again. I did drive it today as well, and everything behaved normally.
So basically, for the entirety of one day over several attempts at starting it, it just cranked and wouldn't start. Immediately the next day, back to normal function.
