5000rpm > Hesitation

My car run very smooth in low rpm (1000-4000) every time.
But when I go into 5000 and above I have a hesitation and if I continue to push the pedal to the floor (wot) then after 6-8 sec car begin to accelarate normaly.
For example if I have 4 gear and 140km and I push the pedal then nothing happend didnt accelerate or accelerate very low but if I keep pushing the pedal then after few seconds I feel the power and car begin to run normaly.
What is this?
Any ideas?
I think maybe it is the turbo or actuator charge control.
Or maybe the fuel system because some times if I start the car after 3-4 days then work for 2-3 second and die I have to push the pedal a little and after that work fine.
So maybe I dont have good fuel pressure?

Do you have a boost gauge? When you're dealing with power problems, the first thing to do is observe the problem while watching the boost to see if this is a boost problem.
