Unhappy 3rd gear 14-8-14-8-14 ect. boost pattern?

So I installed my new 99's in hope to solve my old boost problem (6-0-0). Now it's boosting great, in 1st and 2nd I can hardly feel the transition and holds boost all the way to redline, but in 3rd 4th and im guessing 5th It feels like I lose all power at the transition, then boost picks up real quick and then drops again and so on, and so on. It bucks really hard. I just pulled the uim and I dont see any loose hoses. What would cause only 1st and 2nd to boost correctly. Autosportracetech.com states the tca would cause just the opposite problem.

What ECU are you running and what boost is your boost controller set for?

pfc tuned by rx7store.net, dp mp cb intake no air pump. I have a manual boost controller on the wastegate acuator opened all the way, I guess i'm going to have to try something different to bring it down to 12 psi. I checked all the one way valves, I blew with the arrow and they whistled and then blew against the arrow and nothing came out.

I just wonder if your turbo control solenoid is sticking from the very high pressure. 14psi at the UIM is more like 15-16psi off the compressor. 15psi will definitely stick most new solenoids.

Pressure regulator set at 10psi on the pressure chamber may be the ticket.
