2nd turbo not working!

Hey everyone, I have a question which has been asked many times before. I have a silver 93 touring that has been slightly modded and recently my second turbo quit working. I'm doing great up to 4500 rpm. The second it touches that rpm my boost drops to 2 psi. by 8000 I'm back up to about 5, but I never get power from #2. When all the boost dumps at 4500 you can here it all bleed out. I have gone through a 1/4 inch thick trouble shooting guide twice and no luck, any suggestions would be very greatly appriciated.

Look toward your Charge relief actuator. It looks like the stock blow off valve. "T" a boost gauge into the vacuum line which feeds it. It should show vacuum until 4,500, and pressure after. If it shows vacuum over 4,500 rpm, then it will bleed off all your boost.
