The only 'power related' differences I know about in all the 99 spec turbos is the turbine housing material is a different alloy for more resistance to cracking.

There are 3 levels of 'JDM engine trim'.

280PS with Plastic insert turbos + improved materials
265PS
255PS

The 280PS spec turbos have a plastic insert which reduces the clearance between the compressor wheel and compressor housing. All this does is increase the peak compressor efficiency from 76% to 80%. That is the peak efficiency, they still blow hot air especially when boosted. And after 13 years surely the clearance has worn out to at least where the normal turbos would be the same anyway!

The 280PS turbos also have a different turbine wheel design which has greater fin to fin clearance and a taller turbine wheel and the inducer is 1mm smaller (increased trim ratio for same exducer size!). They make a bees dick more torque and power but that would all be in the ECU control system mapping anyway.

Other than that I believe the radiator fin design is different and the ECU mapping must be different. nearly everyone puts a thick 100% alloy koyo radiator in anyway so the radiator is a moot point.
