In first gear your turbo control actuator actuates earlier to compensate for the fast rev of a first gear WOT pull. If you have issues with your pressure or vacuum chambers, check valves, or solenoids, then you might not be getting full boost in first. As well as experiencing a slow transition in other gears. Do you have a boost gauge?

Yes. If you look up the Boost Test then you will see its quite easy.
Basically the boost test will tell you to put it in 3rd and go WOT at 3k RPM or so. Boost should rise to 10-12 Psi and at 4500 RPM there should be a short drop in boost to 8 psi and then it should quickly recover and be 9-10 Psi to redline. This is also assuming you have a STOCK Rx7. If you have flow mods then your Psi might be higher. I think a gauge instead of a digital readout of your boost pressure will be easier to read during this test. If you check the FAQ there is a TON of information on checking and troubleshooting the sequential twin turbo system.
