10-9-10 in 4th, but 10-6-10 in 3rd?

I have been trying to get my transition fixed for a while now and still have problems in the lower gears.

In 4th it is a VERY quick transition with only a 1lb dip.
But in 2nd and 3rd the dip is way down to 6~7.

Based off the 4th gear pattern I am assuming the secondary is gettin pre-spolled just fine, ruling out the pre-control accuator.

Seems to me that the TCA is my culprit, maybe it is opening too slowly causing a big dip?

Any suggestions?

PS
I have done the 'pill' game and now have a valve to tweak the pre-control. Also have replaced the 2 solenoids that control the TCA and replaced the precontrol solenoid. None of this tinkering has solved it.
