Turbos
Assuming you have finished a full single turbo conversion which includes aftermarket programmable ECU, larger injectors, larger fuel pump with rewire, larger intercooler, wideband AFR, etc...
When tuning a single turbo there are many factors determining "safe" boost.
1) do your injectors flow enough to support the desired power.
2) octane rating and purity of local fuel.
3) how high are your intake air temperatures.
4) how conservative are your AFRs?
5) any water injection or other detonation deterents?
I would shoot for 10-12psi boost running in 10s AFR untill I read enough to decide for myself what I feel is safe.
A lot of times manifold or wastegate will not work well enough and you are stuck at some other higher boost (boost creep). If so, you can take precautions (water injection etc) and run the higher boost or fix the boost creep with change to manifold, wastegate or more restrictive exhaust.
When tuning, too conservative ignition timing in high rpms along with safe rich mixture can also cause too high boost creep. You have to keep ignition timing "in the ball park" like what a conservative base map would have for ignition timing.

you need to start with the lowest boost you can, tune that and then work it up in increments.
