Do a search, you'll see PLENTY of threads about importing non-USDM rx-7's from over the years.
9/10 times they just degenerate into childish insults. Plenty of people and companies have claimed to do it "legally" in the past, but it's always been a grey area... As cr-rex suggested though, so long as it's over the 25 year mark it *should* be ok.
There is no established pathway for importation at the moment though. I'm assuming you want to ship the car back through TMO and PCS orders. There is a very good chance they'll give solid push-back when the time comes. Hell, they almost wouldn't accept my (USDM) FD for shipment when I was coming home from the UK simply because I had put an aftermarket hood on it, and the EPA plaque was missing!! I literally had to go track down my OEM hood and cut the ******* EPA plate out of it to get it accepted for shipment!
My honest advice, if you don't already own a JDM FD, would be to buy a US FD and just have that shipped out with your HHG (look up the regulations, you can ship a vehicle separate, and at a later date, from your HHG shipment). A LHD vehicle in the US will be better for long term practicality and general safety.
