How to tell if clock spring is bad

So I spent allot of time figuring out why the horn would constantly beep when the car is off.
Found after replacing the air bag light in the instrument cluster it was constantly on.
I ended up pulling out the diagnostic module and now the horn works as it should.
So I am thinking the air big module or the clock spring is bad.

I opened up the air back module and looked at the big caps and tested the fuse. Both look good.
So I am thinking the diagnostic module may be ok and maybe its the clock spring.

Can anyone tell me how to test the clock spring to see if its bad?

basically the clock spring connects the airbag and horn to the steering wheel the whole time, so if there is continuity its good.

I don't know if I've ever heard of a clock spring being bad.

Get the shop manual and go through it. I believe there are some diagnostics you can do with the air bag system. Or, just remove the air bag system - personally I don't put a lot of trust in a 30-year-old system but that's a call for you to make.

usually happens when the thing isn't centered, and when you go full lock it breaks the wire. its basically a spiral, (literally a spring they use on clocks) and if you over wind it, it breaks.
