Question Is it possible to use transmission fluids for power steering

I went to Dave at KDR to have my car tune up. I notice that my power steering reservoir is empty. So I told Dave put some transmission fluids for the power steering. Dave told me that it is the same stuff as the power steering fluids. I was just wondering that is this possible to put the transmission fluids for the power steering.

you can use ATF in any power steering system except honda's. Honda's require their own special fluid, why?? I don't know
