Not getting 4psi in neutral?Where's the problem?

So I have a boost pattern of 11-8-13 and it should be 13 all across.......so trying to find my leak I did the 4psi in neutral at WOT test....well I only get like 2psi.......so what should I look at for causing the problem?

BTW, what are pills?

If I am not mistaking, "pills " are different size jets that control the boost in the turbos. Mine are holley jets. They are simple to switch to adjust the flow pattern. Mine came with the downpipe from Pettit.
