Idle screw adjustments?

Idle screw adjustments?
Hey Guys...
I'm trying to adjust my idle on my newly rebuilt street ported engine. My engine rebuilder said to set the idle at 900 rpm.
The flathead screw underneath the intake elbow is adjusted many many turns counter-clockwise and still not getting any rpm changes... should I keep turning it? Am I going to eventually unscrew this screw from the intake manifold? Which will cause more headaches... Also I've grounded 10 + Ground on the diagnostics box.
The Larger Philips screw held in with a lock nut is said to be factory set. Will I cause any problems adjusting this one? I think the screw underneath the intake elbow is max-ed out.
