WTF is up with this starter bolt?

So Im changing my starter and my first problem was locating the 14mm wrench...

Well after finally finding it, the bottom bolt came off fine. But the top one ( in the picture ) seems to be a little more complicated.

As you can see it looks like its extended out some? And it also has two different size bolt heads on it? The first one is a 13mm and the second one is a 14mm.

What do I need to do to get this thing off? Do I need to take the 13mm one off first and then the 14mm one? Or just keep cranking on the 14mm one?...

Please help me out. Im desperate to get this thing running again.

it looks to me like you need to hold the 14mm head with a wrench while you loosen the 13mm head. Seems that might do the trick.

It looks like the previous mechanic lost the lock washer, so he put a jam nut on top of the origonal nut.
