WTF is this?

Hi Gang,
Today, I'm replacing a blown turbo inlet gasket on my '88 TII. During disassembly, I noticed a glob of something wedged between the return oil line and the Switching Actuator. Can't tell what it is, but may be oil-soaked insulation.
Question is, does this need to be there, or is it just some junk someone stuffed in there to soak up oil?

Looks to be some gunk that should not be there.
