Unhappy Wont Run Right

My buddy just bought an 88 rx7 turbo II for $500, the car drove home, very rough i might add.. It takes the car way to long to even rev to 4k. the previous owner cut the exauhst pipe just before the cat. We messed with the timing no better, checked for spark, changed plugs and wires... Also car idles at about 2000 - 1500.. It just feels like the timing is retard about 20 degrees... please help im going crazy...
