The relay in your wiper switch has gone, there is a thread somewhere, if you sort through all the wiper threads, that explains how to replace it, but I'd say that going to a junk yard and ripping one of an old 7 would be a better idea. These go commonly and I've heard them to be up to $500 bux from a dealer! I'm thinking of going out and stocking up on switches, just in case

Okay...

#1 is the fuse blown???

#2 does your washer fluid still work???

#3 does the wiper switch work at any speed???

#4 when you turn the switch on is there any sounds, perhaps like a motor or something moving???

#5 if you go to the motor inder the hood on the driver side, is there 12v+ (when the key is on) on the Blue wire at the motor.

#6 again at the motor is there ground on the black wire??

#7 is there ground on the Blue/red wire (again at the motor) when the key is on and the switch is on the high position?

If yours won't turn off, the switch is bad. The problem is, which switch? There is one in the motor that tells the wiper switch in the dash the motor's position. It will be one of those switches. Swap the motor (they're cheap) and if that doesn't fix it then swap the more expensive switch.

Or just use a continuity tester to test the appropriate wires (black and blue/yellow I believe) for pulses while the motor is operating.

I could have sworn I answered this this morning... anyway I would be looking at the motor too if it won't turn off.
